I continue to read with optimism the PHEV (plug-in hybrid vehicle) concept, especially the Chevy Volt. TESLA also put out a paper a while back (July, 2006) regarding its entry. My question is this: At US $0.10-0.12 a kWh from my local utility, how much will it cost me to drive the Volt's fully charged 40 miles? Since I don't have any idea how many "miles per kWh" it takes, I can't make the calculation...and I've looked at BTU and megajoule equivalents and I now have a headache. -- Art F., Dallas, TX

Don't get me wrong -- I am very concerned about global warming and climate change. In the long run, that's one of the most serious challenges that humans face as a species. But in the short run, the world is no longer able to produce petroleum in sufficient volume to satisfy its demand. Soon it will not be able to produce petroleum in sufficient volume to satisfy its needs.

The pace at which universities and academic institutions are developing new technologies aimed at solving the world's energy and climate change challenges is truly amazing. Many of the cleantech ventures that are being developed at universities around the world right now have incredible potential, yet barriers to commercialization prevent most from being realized. While some top U.S. universities have tech transfer specialists on staff and departments dedicated to the commercialization of research, many others, especially in the BRIC nations (Brazil, India and China), don't have readily available access to investors and industry.

MMS Takes Next Steps to Issue Leases for Offshore Testing

On Wednesday, July 23, the Minerals Management Service ("MMS") announced that it will proceed with next steps to issue 12 limited leases to conduct wind, wave, and ocean current data collection and technology testing activities on the Outer Continental Shelf ("OCS"). The announcement came two weeks after MMS published its proposed rule governing alternative energy leasing on the OCS for public notice and comment. Because a final rule is not expected until the end of the year, the 5-year, noncompetitive limited leases will be issued under MMS's interim policy for authorizing projects. Limited leases issued under the interim policy will be regulated according to the same rules set-out for limited leases in the proposed rule and will not grant to the lessees any right or priority for commercial development.

My new book, A Declaration of Energy Independence, describes a poignant moment in June of 1979 when President Jimmy Carter dedicated an array of thermal solar panels on the roof of the White House, set a national goal of 20 percent of energy coming from renewables by 2000 and advocated multiple programs to achieve his ambitious objective. Congress actually passed many of his proposals in 1980, but the next administration quickly reversed the momentum toward renewable energy.
